On December 31, 2024, the Ministry of Industry and Information Technology, the State Administration for Market Regulation, the Ministry of Public Security, the Ministry of Emergency Management, and the National Fire and Rescue Bureau jointly issued a new mandatory national standard "Safety Technical Specification for Electric Bicycles" (GB 17761-2024), replacing the old national standard of 2018, which will be officially implemented on September 1, 2025. The new standard focuses on the full chain rectification of safety hazards, with core upgrades including: ① strengthening the fire and flame retardant properties of non-metallic materials, setting flame retardant indicators for battery peripherals, electrical circuits, soft cushions, leather, textiles, etc., and adding a limit on the total mass of plastic parts not exceeding 5.5% of the vehicle; ② Improve the anti tampering of batteries, controllers, and speed limiters, add 6 types of anti tampering inspection methods, and eliminate illegal modifications such as "unlocking speed limits and replacing large batteries"; ③ Improve braking performance, shorten maximum braking distance, and ensure cycling safety; ④ Relaxing the upper limit of vehicle weight for lead-acid battery models from 55kg to 63kg, balancing practicality and safety; ⑤ New requirements for enterprise quality assurance and product consistency have been added, and production enterprises need to establish a full process traceability system to ensure that the vehicles leaving the factory are consistent with the announced parameters. The policy is clear that before August 31, 2025, there will be a transition period for production, during which both old and new national standard vehicles can be produced simultaneously; Starting from September 1st, only new national standard vehicles are allowed to be produced; Starting from December 1st, the market will completely stop selling old national standard cars, promoting the industry's transformation towards compliance and safety.
