Core measures: ① Production side: Carry out the promotion of the new national standard in industrial agglomeration areas, strictly investigate behaviors such as failure to obtain public notice, non-compliance with parameters, and tampering with designs. Suspend production and revoke qualifications for non compliant enterprises, and fully eliminate old national standard production capacity after September 1, 2025; ② Sales end: Market supervision departments carry out special rectification, strictly prohibit the sale of non-standard cars and modified cars, urge merchants to publicize vehicle parameters and compliance certificates, and establish a sales ledger traceability system; ③ User end: The public security department promotes free license plate registration and simplifies the process. Mobile license plate registration points are set up in rural areas, and elderly people over 60 years old can enjoy a green channel for certification. Illegal activities such as unlicensed license plates, modifications, and speeding are strictly investigated; ④ Safety end: The fire department strengthens the management of charging and parking, promotes intelligent charging piles, strictly prohibits indoor charging, and punishes illegal places in accordance with the law. The opinion is clear that all regions need to coordinate financial support for trade in programs, with a maximum subsidy of 200 yuan for lead-acid battery models, to accelerate the elimination of non-standard vehicles.
