In March 2026, the Ministry of Public Security, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation jointly issued the "New Regulations on the National Unified Management of Electric Vehicles", clarifying that from April 1, green, blue, and yellow license plates will be implemented nationwide, covering two - and three wheeled electric vehicles, with unified vehicle classification, registration rules, and road rights ownership. Specific classification: ① Green license plate (new national standard electric bicycle): Non motor vehicle, no driver's license required, can be ridden at the age of 16 or above, parameters must meet the requirements of speed ≤ 25km/h, motor ≤ 400W, battery ≤ 48V, vehicle weight ≤ 55kg (lead-acid ≤ 63kg), and have pedal riding function; ② Blue license plate (light electric motorcycle/three wheeled light vehicle): motor vehicle, requires F license, speed ≤ 50km/h, can carry 1 person (excluding driver), needs to take the right side of the motor vehicle lane; ③ Yellow card (ordinary electric motorcycle/three wheeled freight/passenger vehicle): Motor vehicles require a D/E certificate, with a speed greater than 50km/h. Three wheeled freight vehicles can carry goods in compliance, while passenger vehicles must meet the requirements for loading and be managed as motor vehicles. The new regulations require all regions to complete the license plate system upgrade before April 1st, issue new license plates for compliant vehicles free of charge, and gradually remove temporary license plates during the transition period, completely solving the problems of "vehicle confusion, cross city non recognition, and unclear road rights".
