In 2025, the Ministry of Industry and Information Technology officially implemented the "Regulations on the Access Management of Low speed Electric Vehicle Production Enterprises and Products", which included electric tricycles and low-speed quadricycles in the motor vehicle management system, ending the chaotic situation of "no qualifications, no standards, and no road rights". Core content: ① Production qualification: Enterprises need to obtain the "Announcement on Road Motor Vehicle Production Enterprises and Products" issued by the Ministry of Industry and Information Technology, have the ability to develop, produce, and test complete vehicles, and their products need to pass 3C certification and announcement review. "Small workshops" are strictly prohibited from production; ② Product standard: Electric tricycles are divided into two categories: freight and passenger. Freight vehicles must meet the requirements of load capacity, braking, and fire prevention. Passenger vehicles must carry no more than 3 people (including the driver) and have a speed of ≤ 50km/h. They must be equipped with safety devices such as seat belts and turn signals; ③ Right of way guarantee: compliant low-speed three/four wheeled vehicles can be given blue/yellow cards, and can legally pass through urban secondary roads and rural roads. Delivery, express delivery, and livelihood delivery vehicles can apply for dedicated right of way, and some cities have dedicated lanes; ④ Transition period: Non standard low-speed vehicles are subject to a maximum transition period of 5 years, with free registration in various regions. During the transition period, they are allowed to be driven on the road, but will be forcibly phased out upon expiration. Supporting subsidies will guide the replacement of compliant vehicles. The policy is clear that from 2026 onwards, low-speed vehicles without qualifications shall not be produced, sold, or registered, promoting the standardized development of the industry.
