Core requirements: ① Battery standard: Completely prohibit the use of tiered recycling batteries, force the use of new national standard lithium-ion batteries, cycle charging and discharging times ≥ 800 times, and the battery pack must be equipped with a BMS management system with overcharge, overdischarge, and short circuit protection; ② Facility safety: The battery swapping cabinet must be equipped with smoke alarms and automatic fire extinguishing devices, with a fire resistance limit of ≥ 1 hour. It should be installed outdoors or in an independent fire prevention area, and is strictly prohibited from being set up in residential buildings; ③ Operational norms: Enterprises need to establish a 24-hour monitoring center, notify users of battery abnormalities within 15 minutes, set up at least one battery replacement cabinet every 500 meters in the community and every 200 meters in the commercial district, and ensure that the coverage density meets the standard; ④ User rights: The battery replacement fee is clearly priced, the service fee is ≤ 0.5 yuan/time, the charging fee is charged according to the benchmark price of the power grid, the battery has a 2-year warranty, and if the battery life deteriorates by more than 20%, it can be replaced free of charge. The new regulations aim to solve the problems of "poor quality batteries, dangerous facilities, and chaotic charging" in the battery swapping industry, promote the safe and standardized development of battery swapping modes, and help popularize the "vehicle electric separation" of two wheeled electric vehicles.
