They can legally pass through rural roads and fields, and are strictly prohibited from being banned or impounded at will; ② Urban livelihood delivery: Electric tricycles for express delivery, takeout, fresh food delivery, etc. can apply for special license plates and access codes, and have limited time access in the core area of the city. Some sections of the road are equipped with dedicated parking areas to ensure delivery efficiency; ③ Subsidy support: Rural users can exchange compliant agricultural tricycles, with a maximum subsidy of 300 yuan per vehicle; Urban delivery companies will replace compliant vehicles in bulk and receive a subsidy of 500-1000 yuan per vehicle based on the number of vehicles. The funds will be coordinated by the central and local finance departments; ④ Management optimization: Rural areas will provide "sending exams to rural areas" services and obtain free agricultural machinery operation certificates; Simplify the process of obtaining specialized license plates in cities, achieve "one-stop" processing, and reduce the burden on car owners.
